في ظل هذه الأوضاع المزدهرة التي تعيشها السلطنة اليوم ، انطلقت الخطة الخمسية العاشرة (2021 – 2025) هذا العام وهي الخطّة التّنفيذية الأولى للرّؤية المستقبليّة “عُمان 2040” التي ترتكز على 4 محاور رئيسة تتفرع منها 14 أولويّة وطنيّة و88 هدفًا استراتيجيًّا و68 مؤشّرًا لقياس الأداء.
وتسعى الخطة الخمسية العاشرة إلى تحقيق عددٍ من الأهداف من بينها “تحفيز النّشاط الاقتصادي وتطوير بيئة الاقتصاد الكلّي ورفع كفاءة إدارة الماليّة العامّة وتحقيق التوازن بين إجراءات ضبط وترشيد الإنفاق العام خاصة الجاري منه وتبني سياسات ماليّة توسّعية منضبطة تحقّق معدّلات نموّ مستدامة وتطوير البنية الأساسيّة اللازمة لتحفيز الاستثمار الخاص وتسريع وتيرة تنفيذ المشروعات الاستراتيجيّة الكبرى ومشروعات الشراكة بين القطاعين العام والخاص وجذب مزيد من الاستثمار الأجنبي المباشر مع البناء على توقعات لأسعار النفط عند متوسط (48) دولارًا أمريكيًّا للبرميل خلال سنوات الخطة، وتدعيم مشاركة المحافظات في تحقيق أهداف رؤية عُمان 2040”.
وتستهدف الخطة متوسط معدل نموّ سنويّ يقارب 2ر3 بالمائة في الناتج المحلى للأنشطة غير النفطية من خلال التّركيز على قطاعات اقتصاديّة واعدة مثل الصّناعات التحويليّة ذات المحتوى التّكنولوجي المرتفع والزراعة والثروة السمكيّة والاستزراع السّمكي والتّصنيع الزّراعي والغذائي والنقل والتخزين واللّوجستيات.
كما بلغت جملة الإيرادات المقدرة للميزانية العامة للدولة للعام الحالي نحو /8/ مليارات و/640/ مليون ريال عماني تم احتسابها على أساس سعر النفط /45/ دولارا أمريكيًا.
وسيعمل مشروع برنامج تنمية المحافظات الذي جاء تنفيذًا للتوجيهات السّامية بتخصيص مبلغ 10 ملايين لكل محافظة خلال فترة الخطة الخمسية العاشرة (2021 -2025م) بواقع مليوني ريال عُماني لكل عام لتنمية الجانب الاقتصادي للمحافظات من خلال 28 برنامجًا استراتيجيًّا وستسهم أيضًا في تحقيق أهداف الخطة ورؤية عُمان 2040.
وترتكز خطة التحفيز الاقتصادي التي اعتمدها مجلس الوزراء في مارس الماضي على خمسة محاور رئيسة تتمثل في “حوافز متعلقة بالضرائب والرسوم وحوافز محسّنة لبيئة الأعمال والاستثمار وحوافز لدعم المؤسسات الصغيرة والمتوسطة وحوافز لسوق العمل والتشغيل وحوافز مصرفية تهدف إلى دعم الجهود المبذولة للتخفيف من آثار تداعيات أزمة كوفيد-19 على الاقتصاد الوطني من خلال تقديم مجموعة من الإجراءات والمبادرات التحفيزية الهادفة إلى دعم جهود التعافي الاقتصادي وتعزيز أداء الأنشطة الاقتصادية وجلب الاستثمارات الأجنبية”.
ولقد أظهرت هذه الإجراءات المالية وعلى رأسها خطة التوازن المالي متوسطة المدى نتائج إيجابية حيث سجلت سلطنة عُمان ارتفاعًا في إجمالي الإيرادات بنسبة 6 ر 22 بالمائة وانخفاضا في العجز بنسبة 58 بالمائة حتى نهاية سبتمبر الماضي.
كما توقع صندوق النقد الدولي في سبتمبر الماضي من خلال تقريره وفقًا للمادة الرابعة من اتفاقية تأسيسه، تعافيَ الأنشطة الاقتصادية في سلطنة عُمان وتحقيق نمو في الناتج المحلي الإجمالي الحقيقي بحوالي 5 ر 2 بالمائة في هذا العام و2 ر 4 بالمائة في عام 2023م..كما أشاد بالإجراءات التي اتخذتها سلطنة عُمان للتعامل مع جائحة كورونا وسياسات الضبط المالي وتعزيز بيئة الأعمال ودعم القطاعات الاقتصادية المتضررة.
وأسهمت الإجراءات التي اتخذتها سلطنة عُمان في تعديل التصنيف الائتماني في عدد من الوكالات ومن بينها وكالة موديز، حيث عدلت نظرتها المستقبلية لسلطنة عُمان من سلبية إلى مستقرة في أكتوبر الماضي مع التأكيد على التصنيف عند Ba3، وتوقعت انخفاض معدّل الدّيْن العام إلى الناتج المحلي الإجمالي من 80 بالمائة في 2020م إلى 60 بالمائة في 2024م وانخفاض الاحتياجات التمويلية الحكومية سنويا إلى الناتج المحلي الإجمالي من 22 بالمائة في 2020 م إلى 10 بالمائة ..وعدلت وكالة ستاندر آند بورز نظرتها المستقبلية لسلطنة عُمان من مستقرة إلى إيجابية.
ووضحت وكالة فيتش للتصنيف الائتماني في شهر مايو الماضي أن الخطة المالية أسهمت في تعزيز آفاق تحسن المركز المالي لسلطنة عُمان وتوقعت “أن يتراجع عجز الميزانية العامة إلى 6.1 بالمائة من الناتج المحلي الإجمالي خلال العام الحالي، وأن يرتفع النمو الاقتصادي لسلطنة عُمان بنحو 3.3 بالمائة العام المقبل”.
وأوجدت حكومة سلطنة عُمان بقيادة جلالةِ السُّلطان المعظم بيئة مشجّعة للاستثمار في سلطنة عُمان من خلال تهيئة التشريعات والنظم وموانئ ومناطق حرة ولوجستية يدعمها موقع استراتيجي فريد يتوسط الأسواق التجارية العالمية واستقرار سياسي وأمني حيث توفر موانئ الدقم وصلالة وصحار تقنيات وتجهيزات متقدمة مكّنتها من سرعة الإنجاز وتقليل المسافات بين موانئ العالم بالإضافة إلى المناطق الحرة مثل المنطقة الاقتصادية الخاصة بالدقم، والمناطق الحرة بالمزيونة، وصلالة، وصحار علاوة على الأعمال الإنشائية المستمرة في خزائن بمحافظة جنوب الباطنة تدعمها حوافز استثمارية مثل الإعفاء الضريبي لأكثر من 30 عامًا وتملك أجنبي بنسبة مائة بالمائة وتوطين رأس المال والأرباح بنسبة مائة بالمائة وإعفاءات بنسبة صفر .بالمائة للاستيراد والتصدير
