ويرأس وفد المملكة إلى هذه الاجتماعات صاحب السمو الملكي الأمير عبد العزيز بن سعود بن نايف بن عبد العزيز وزير الداخلية والرئيس الفخري لمجلس وزراء الداخلية العرب.
وتناقش هذه الدورة التي سيفتتح أعمالها رئيس الحكومة التونسية الياس الفخفاخ، عد

ع تحضيري شارك فيه ممثلو أصحاب السمو والمعالي الوزراء، تم خلاله دراسة البنود الواردة على جدول الأعمال وإعداد مشاريع القرارات اللازمة بشأنها لعرضها على الدورة.
وقد اعتمد مجلس وزراء الداخلية العرب في ختام اعماله التقرير الخاص بأعمال جامعة نايف العربية للعلوم الأمنية لعام 2019م.
وأعرب المجلس في البيان الختامي عن تقديره للدعم البناء الذي تلقاه جامعة نايف العربية للعلوم الأمنية، من حكومة المملكة العربية السعودية، وعرفانه بالجميل لصاحب السمو الملكي الأمير عبدالعزيز بن سعود بن نايف بن عبدالعزيز آل سعود وزير الداخلية في المملكة العربية السعودية، الرئيس الفخري لمجلس وزراء الداخلية العرب، رئيس المجلس الأعلى للجامعة على رعايته الكريمة لأنشطة الجامعة المختلفة وللجهود التي يبذلها سموه الكريم في دعم هذا الصرح العلمي الأمني العربي.
وقرر المجلس منح وسام الأمير نايف للأمن العربي من الدرجة الممتازة في دورته الثالثة، لصاحب الجلالة الملك عبدالله الثاني بن الحسين ملك المملكة الأردنية الهاشمية، تقديرا لدعمه الموصول للعمل الأمني العربي المشترك ولجهوده الرائدة في تعزيز علاقات الأخوة والتعاون بين الدول العربية وتوطيد الأمن والسلم في المنطقة والعالم.
كما اعتمد المجلس توصيات المؤتمرات والاجتماعات التي نظمتها الأمانة العامة للمجلس خلال عام 2019م، ونتائج الاجتماعات المشتركة التي انعقدت خلال العام نفسه، بالإضافة إلى اعتماد التقرير المتعلق بأعمال الأمانة العامة،
ووجه المجتمعون الشكر إلى الأمين العام لمجلس وزراء الداخلية العرب، على الجهد المبذول في تنفيذ برنامج عمل الأمانة العامة ومتابعة تنفيذ قرارات الدورة السابقة للمجلس.
كما جاء في البيان الختامي، أن المجلس اعتمد التقارير الخاصة بما نفذته الدول الأعضاء من الخطط التنفيذية للاستراتيجيات الأمنية العربية المعتمدة، على غرار الخطة المرحلية التاسعة لتنفيذ الإستراتيجية العربية لمكافحة الاستعمال غير المشروع للمخدرات والمؤثرات العقلية والخطة المرحلية الثامنة لتنفيذ الإستراتيجية العربية لمكافحة الإرهاب، والخطة المرحلية الخامسة لتنفيذ الإستراتيجية العربية للحماية المدنية (الدفاع المدني)، إضافة إلى ما نفّذ من الخطة الأمنية العربية التاسعة.
وأقر أصحاب السمو والمعالي وزراء الداخلية العرب مجموعة من التوصيات البناءة التي تم وضعها من قبل مختصين بهدف إضفاء المزيد من الفاعلية على تلك المؤتمرات والاجتماعات، بما يتلاءم مع المستجدات الأمنية على المستويين العربي والدولي، ويعطي لهذه الفعاليات الزخم اللازم لها، ويطور من مخرجاتها.
وفي السياق ذاته، أقر المجلس تعديلات على اختصاصات وتسميات المكاتب العربية المتخصصة الخمسة القائمة في نطاق أمانته العامة لتكون متماشية مع الرؤية التي وضعها لتفعيل المؤتمرات والاجتماعات التي يعقدها، وذلك باعتبار أن المكاتب العربية المتخصصة تمثل بيوت خبرة عربية مهمتها تأمين وتنمية التعاون بين الدول الأعضاء وتقديم المعونة الفنية التي تطلبها. وقد طلب المجلس من أمانته العامة إجراء التنسيق اللازم مع الأمانة الفنية لمجلس وزراء العدل العرب من أجل عقد عدة اجتماعات مشتركة لتعزيز التعاون بين أجهزة إنفاذ القانون في الدول العربية، على غرار عقد اجتماع مشترك بين ممثلي أجهزة المباحث والأدلة الجنائية وممثلين عن النيابات العامة في الدول العربية لبحث سبل تسهيل ملاحقة المجرمين وتقديمهم للعدالة.
وذكر البيان،أن المجلس استعرض تصورا خاصا بإنشاء فريق عمل من الخبراء لرصد التهديدات الإرهابية والتحليل الفوري للأعمال الإرهابية، وقرر أن يتم تعميمه على الدول الأعضاء لإبداء مرئياتها بشأنه ليتم في ضوئها إنشاء الفريق على الوجه الذي يضمن تأمين التواصل الفعال بين الأجهزة الأمنية في الدول العربية حول التهديدات الإرهابية وتبادل المعلومات الخاصة حولها، بما يعزز دورها في مواجهة النشاطات والأعمال الإرهابية، ويزيد من قدراتها على استشراف التحديات والمخاطر المستقبلية لتلك التهديدات.
واعتمد المجلس الإستراتيجية العربية لمواجهة جرائم تقنية المعلومات، وقرر إنشاء وحدة في نطاق الأمانة العامة لمكافحة هذه الجرائم، كما وافق على المخطط التنفيذي لمشروع تطوير الإستراتيجية العربية لمكافحة الإرهاب وعلى المبادئ التوجيهية لعمل اللجان الفرعية الخاصة بها.
