في حين أكد القائد أن ما تحقق من منجزات على امتداد أرض عمان الطيبة انما هو ثمرة جهود وتعاون ومشاركة ابناء عمان الأوفياء في كل المواقع والميادين ، رجالا ونساء شيبة وشبابا فان أبناء الوطن على امتداد هذه الأرض الطيبة الذين يحيطونه بعيونهم وقلوبهم وأفئدتهم ، يدركون تماما ان حكمة وبعد نظر السلطان قابوس بن سعيد وحبه العميق لعمان ، وطنا ومواطنا وتكريس كل وقته من اجل ما يحقق صالح عمان وابنائها في الحاضر والمستقبل ، قاد عمان دولة ومجتمعا ، الى بر الامان وحقق ويحقق لها الأمن الاستقرار والازدهار برغم التحديات والتطورات التي تشهدها المنطقة على امتداد السنوات الماضية، وهو امر بالغ المعنى والدلالة والوضوح على كافة المستويات.
بالرغم من أن الأعوام التسعة والأربعين الماضية ليست فترة طويلة في عمر الشعوب، إلا أنها شهدت في الواقع نقلة نوعية وكمية، تنموية وحضارية في كل مجالات الحياة على امتداد أرض عمان الطيبة، وعلى نحو يحقق ما تمناه وخطط له القائد ، مرحلة بعد أخرى لبناء الدولة العمانية العصرية التي تقوم على مبادئ وقيم المساواة والمواطنة وحكم القانون وعلى تعاون وتكامل المؤسسات ومشاركة المواطنين في صياغة اهداف التنمية الوطنية وتنفيذ برامجها في كل المجالات.
ليس من المبالغة في شيء القول إن الاحتفال بالعيد التاسع والاربعين من مسيرة النهضة العمانية الحديثة المديد يشهد زخما تنمويا كبيرا ومتواصلا وعلى نحو يضع الاقتصاد العماني على أعتاب مرحلة جديدة يستعد للدخول إليها بآفاق وأهداف وآمال اكبر لتحقيق الرؤية المستقبلية عمان 2040 التي يتكامل الاعداد لها خلال هذه الفترة التي ستبدأ مع بداية عام 2021 ، حيث يمثل عام 2020 آخر أعوام الرؤية المستقبلية عمان 2020 وآخر أعوام الخطة الخمسية التاسعة 2016 -2020 .
وفي حين أبدى السلطان قابوس بن سعيد ارتياحه لما تبذله الحكومة وسائر مؤسسات الدولة من جهود في مواصلة مسيرة التنمية الشاملة في معدلات نمو إيجابية حافظت على مستوى الخدمات الاجتماعية الأساسية للمواطنين في كافة أرجاء البلاد مع تنويع مصادر الدخل وزيادة تعاون القطاع الخاص مع الحكومة في كافه قطاعات العمل الوطني فإن مجموعة المراسيم التي أصدرها السلطان قابوس منذ بداية هذا العام تتسم بأهمية بالغة خاصة على صعيد تعديل العديد من القوانين والتهيئة لإعطاء دفعة كبيرة لجهود تنويع مصادر الدخل وجذب المزيد من الاستثمارات الأجنبية وترسيخ التعاون والشراكة بين القطاعين العام والخاص وإنشاء الهيئة العامة للتخصيص وانشاء المركز الوطني للتشغيل واصدار نظامه بموجب المرسوم السلطاني رقم 22/2019 الصادر في 28 فبراير 2019 والذي يمثل نقلة نوعية هامة على صعيد العمل لاستيعاب الشباب الباحثين عن عمل خاصه وانه يتبع مجلس الوزراء ويتمتع بالشخصية الاعتبارية والاستقلال المالي والاداري.
ولعله من الأهمية بمكان الإشارة إلى أنه في حين حرص المؤتمر الوطني للرؤية المستقبلية عمان 2040 الذي عقد في يناير على تحقيق اكبر مشاركة مجتمعية ممكنة خاصة من جانب الشباب لبلورة وثيقة الرؤية المستقبلية /عمان 2040 / بناء على أوامر السلطان قابوس وللتعبير عن اولويات المجتمع وتطلعات المواطنين تحقيقا للأهداف المرجوة فإنما له دلالة عميقه بما يحقق المزيد من القدرة والفعالية لمواكبة ما تتطلبه المرحلة من قبول على مختلف المستويات، وفي هذا الاطار تم انشاء وزارة باسم وزارة التقنية والاتصالات بموجب المرسوم السلطاني رقم 63/ 2019 الصادر في 14 أكتوبر وتم تعديل وزاره النقل والاتصالات لتكون وزارة النقل بموجب المرسوم السلطاني رقم 64/ 2019 كما تم انشاء وزارة باسم شؤون الفنون بموجب المرسوم السلطاني رقم 65/2019 الصادر في 14 أكتوبر كما صدر المرسوم 66 /2019 بأنشاء جهاز الضرائب يتبع مجلس الوزراء ويتمتع بالشخصية الاعتبارية والاستقلال المالي والإداري، كما تم استحداث منصب وزير الدولة ومحافظ مسندم وتعديل المرسوم السلطاني رقم 114/2011 باعتماد التقسيم الإداري للسلطنة وتنظيم عمل المحافظين بموجب المرسوم السلطاني رقم 97 /2019 الصادر في 14 اكتوبر 2019 .
ويظل ما تحقق من منجزات في كل المجالات أبلغ من أي بيان وأقوى من كل الكلمات لأنه واقع عمل يعيشه المواطن العماني ويستمتع بثماره اينما كان داخل الوطن وخارجه وايضا المواطن العماني هو ملء السمع والبصر اينما كان في اي مكان في العالم بفضل الاحترام والتقدير الكبيرين اللذين يحظى بهما السلطان قابوس على امتداد العالم وبفضل الثقة التي تحظى بها السلطنة وابناؤها لدى دول وشعوب العالم ايضا كدولة سلام وكمشاركة نشطة في كل جهد ايجابي يستهدف تحقيق السلام والأمن والاستقرار لشعوب المنطقة ودولها وللعالم من حولها ايضا وهو ما يدركه ويعترف به الجميع على مستوى المنطقة وبامتداد العالم وبأشكال مختلفة .
