بدأت اليوم بالعاصمة التونسية فعاليات المؤتمر الثاني للإعلام العربي الذي ينظمه اتحاد اذاعات الدول العربية تحت شعر ” الهيمنة الرقمية العالمية وسبل مجابهتها عربيا ” بحضور وزيرة الثقافة التونسية حياة قطاط قرمازي وزير الاتصال الجزائري محمد بوسليماني ووزير الاعلام الفلسطيني محمد صالح بن عيسى وسفير خادم الحرمين الشريفين لدى تونس عبد العزيز بن علي الصقر وعدد من السفراء العرب والأجانب .
وشارك في الملتقى الذي تتواصل اعماله يومين ممثلي الهيئات الأعضاء في الاتحاد و عدد من الخبراء والمختصين في مجال الاعلام بكل اشكاله إضافة الى ممثلي وسائل الاعلام العربية والأجنبية .
واكدت وزيرة الثقافة التونسية في كلمتها في افتتاح اعمال المؤتمر على أهمية موضوع الهيمنة الرقمية واعتبرتها من أهمّ قضايا الرّاهن في ما يتّصِل بالتّطوُّر الرقمي و طرائِق كَبْحِ جِمَاحِ هذه الطَّفْرة الرّقميّة بتوفير سُبُل التّمكين اللّازم للإعلاميّين العرب وتعزيز قُدراتهم و تدريبهم على حُسن اسْتخدام وسائل التّواصل الاجتماعي وتوْظيف التّقنيّات الرقميّة الجديدة، فضْلا عن تطوير التّشريعات وإحْداث القوانين التي تُيسٍّر التّعامل مع الرّقمنة وتَحمي من سَطْوتها وهَيْمنتها وآثارها السّلبية في ذات الآن.
وشددت على ان الحاجة اليوم أصبحت مُتأكّدة لِوضْع سياسات واستراتيجيات مُشْتركة في مُواجهة التّحدّيات الكُبرى للعالم الرّقمي وما تفْرضُه من تَعاون وتوْحيد التّوجُّهات وتشْبِيك الجُهود، خصوصا في مواجهة مُشكل تنْميط سُلوك الأفراد وإمكانيّة اسْتخدام العالم الرّقميّ كوسِيلة للْهيْمنة الثقافيّة على الأفْراد والمجتمعات وذلك من خلال سُرْعة التّدفُّق وطبيعة المحْتوى وقُدْرة الآلة على توْجِيه الرّغبات والتّحكُّم في الذِّهن الجماعي وخِيَارَاتِه وبالتّالي إمكانيّة الانْصِهَار في الآخر، أو فِقْدَان الهُوِيَّة مُقابل اكْتساب هُوِيَّة رقميّة هَجِينَة قدْ لا تَمُتُّ للأَصْل والواقع بأيّ صِلة.
وتوقفت الوزيرة التونسية على أهمية الصّلة بين الإعلامي والثقافي في توْجيه المحتوى الرّقمي ومُواجهة العُزْلة الثّقافيّة والقَطيعة مع الهُويّة التي قد تُؤدِّي لها المعرفة الرقميّة غير الواعية، معربة عن املها في أن تقع مُتابعة مُخْرجات هذا المؤتمر وإجْراء ما يَصْدر عنه من توصيّات مُنجزا و واقِعًا ملْمُوسا تجاوزا للموْجود من أجْل تحْقيق المنْشُود.
ومن جانبه أوضح المدير العام لاتحاد اذاعات الدول العربية المهندس عبد الرحيم سليمان ان الاتحاد أراد من خلال هذا المؤتمر ان يطرح اهم قضايا الاعلام العربي في ظرف امست الحاجة فيه ملحة لايجاد حلول عميقة وعملية لتحدياتها ، معتبرا ان الاعلام السمعي البصري هو في مقدمة الواجهات للثورة الرقمية ومواجهة تحدياتها .
ويناقش مؤتمر الاعلام العربي في دورته الثانية مواضيع تتعلق بالهيمنة الرقمية وسبل مجابهتها في الدول العربية وخطة العمل والاستراتيجية المقترح اتباعها عربيا من خلال عدي الأفكار والمقترحات والتصورات ومجالات المحتوى الرقمي والتكنولوجي والتشريعي وفكرة انشاء منصات عربية كخيار امن للمنطقة للمحافظة على قيمها المشتركة .
ونوه رئيس الاتحاد والرئيس التنفيذي لهيئة الإذاعة والتلفزيون السعودية محمد بن فهد الحارثي في كلمته الافتتاحية بموضوع النسخة الثانية من مؤتمر الإعلام العربي الذي يأتي في وقت يتسم بأهمية خاصة في ظل الظروف والتحديات التي يشهدها العالم، والتي زادت فيها حدّة الهيمنة الرقمية التي تحكم التوجهات والانقسامات السياسية والأيدلوجية، بالإضافة إلى تهديدها للبنية الثقافية والقيمية للمجتمعات في كافة مناطق العالم، الأمر الذي يتطلب توجيه الجهود وتوحيدها لسنّ تشريعات ناجعة تؤطر العلاقة مع عمالقة التكنولوجيا الرقمية، وتسهم في ضبط الهيمنة الرقمية، والحدّ من الانعكاسات السلبية على كافة المستويات الاجتماعية والاقتصادية.
واكد الحارثي ان العالم اصبح اليوم خريطة إعلامية أكثر من كونها خريطة جغرافية أو تاريخية، وأضحت وسائل الإعلام المحرك الأساسي في صياغة الترتيبات العالمية والمتغيّرات الأساسية، فللإعلام دور في تشكيل العقل والسلوك البشري.
وقال في المقابل أنّ التحوّل الرقمي رغم ما حققه من تطور فانه في الوقت نفسه كانت له تأثيرات جانبية عميقة عانت منها البلدان التي لم تساهم في التغيير واكتفت بجني ثمارها ومكاسبها، داعيا الى ضرورة العمل على استراتيجية تواجه تلك الهيمنة، كون أنّ حجم هذه المشكلات وتعقيدها وصعوبة مواجهتها ناجمًا عن نقص في التشريعات والأنظمة التي تجعل دور الإعلام في مقدمة المشاغل والاهتمامات لمراقبة المحتوى على المنصات، ودفع رسوم للجهات المنظمة التي تراقب مدى امتثالها.
