اعلان مسقط يدعو الى تسريع اجراءات الصحة الواحدة

اُختتمت ا أعمال المؤتمر الوزاري العالمي الثالث حول مقاومة مضادات الميكروبات الذي استضافته سلطنة عُمان على مدى يومين بمشاركة أكثر من 30 وزيرًا وممثلين لأكثر من 40 دولة من دول العالم في مجالات صحة الإنسان والحيوان والبيئة.
ومن أبرز مخرجات المؤتمر؛ جاء “إعلان مسقط” الهادف إلى تسريع إجراءات “الصحة الواحدة” حول مقاومة مضادات الميكروبات لتحقيق أهداف التنمية المستدامة لعام 2030.
وتبنّى المشاركون “إعلان مسقط” للالتزام بالعمل على تحقيق أهدافه الثلاثة، أولها: تقليل إجمالي كمية مضادات الميكروبات المستخدمة في نظام الأغذية الزراعية بنسبة 30-50 بالمائة على الأقل من المستوى الحالي بحلول عام 2030.
ويسعى هذا الهدف الطموح إلى تحفيز العمل السياسي الوطيد على الأصعدة الوطنية والعالمية وتوحيد الجهود والالتزام، وسيتيح نطاق هذا الهدف للبلدان المرونة التي تمكنها من تكييفه مع سياقاتها وأولوياتها وتوافر الموارد لتقليل الحاجة إلى مضادات الميكروبات، وتعزيز أنظمة الصحة الحيوانية وسلامتها.
ويتمثّل الهدف الثاني في عدم استخدام مضادات الميكروبات ذات الأهمية الطبية للطب البشري في الحيوانات بشكل نهائي للأغراض الطبية غير البيطرية أو في إنتاج المحاصيل وأنظمة الأغذية الزراعية لأغراض غير متعلقة بالصحة النباتية.
أمّا الهدف الثالث فيتمثل في ضمان تشكيل المضادات الحيوية المدرجة في مجموعة ” الإتاحة/ أكسيس” ما لا يقل عن 60 بالمائة أو مساواتها، من إجمالي استهلاك المضادات الحيوية لدى البشر بحلول عام 2030.
ودعا “إعلان مسقط” الوزاري المنظمات الرباعية وأمانتها المشتركة المعنية بمقاومة مضادات الميكروبات إلى تقديم الدعم الفني القطاعي اللازم والتوجيه في وضع المعايير والسياسات لتنفيذ هذه الأهداف والإجراءات، ويشمل ذلك قيام المجالس الإدارية لهذه المنظمات بوضع الأحكام ذات الصلة، والجهات المعنية العاملة في صحة الإنسان والحيوان والمجالات ذات العلاقة
وأكّد “إعلان مسقط” الوزاري على جميع الأطراف المعنية بضرورة دعم وتوفير الفرص الملائمة للتعاون والشراكة بين الدول، والمجتمعات الاقتصادية الإقليمية، والمنظمات الدولية للتصدّي لمقاومة مضادات الميكروبات في سياق أجندة عام 2030 بشأن التنمية المستدامة والأهداف ذات الصلة، وجميع مؤسسات وآليات التمويل العامة والخاصة لتخصيص الموارد المالية الخارجية والاستفادة منها وتعبئتها لتنفيذ خطط العمل الوطنية المعنية بمقاومة مضادات الميكروبات.
كما وافق المجتمعون على طلب المملكة العربية السعودية لاستضافة أعمال الاجتماع الوزاري العالمي لمضادات الميكروبات في نسخته الرابعة.
وأضح معالي الدكتور هلال بن علي السبتي وزير الصحة في كلمته أن المؤتمر أُثري بالحوار المثمر بشأن مقاومة مضادات الميكروبات، وأن نتائج المؤتمر ستعزّزاستمرارية هذا الحوار بشأن إجراءات الصحة الواحدة في الفترة التي تسبق اجتماع الجمعية العامة للأمم المتحدة الرفيع المستوى المعنيّ بمقاومة مضادات الميكروبات في 2024.
وأضاف معاليه أن المؤتمر ناقش التحديات والحلول الحاسمة بشأن مقاومة مضادات الميكروبات بما في ذلك الإجراءات السياسية اللازمة لإحراز تقدّم في تنفيذِ خطط العمل الوطنية، وسيساعد “إعلان مسقط” الوزاري، الذي نوقش في تسريع الإجراءات السياسية والتنسيق فيما بين القطاعات والدول والمنظمات.
وقال معالي وزير الصحة: حضر المؤتمر العديد من ممثلي صحة الإنسان والحيوان والزراعة لمناقشة التهديدات الناتجة من مقاومة مضادات الميكروبات وأثرها على التنمية، لذا دعونا نتعلم من درس جائحة كوفيد-19 ونأخذ في الاعتبار علم مقاومة مضادات الميكروبات لنصعِّد من اتخاذ الإجراءات اللازمة بصفة عاجلة، فليس لدينا وقت نضيّعه.
من جانبه أكّد الدكتور سيف بن سالم العبري -مدير عام مراقبة ومكافحة الأمراض بوزارة الصحة رئيس اللجنة التنظيمية لأعمال المؤتمر- في تصريح لوكالة الأنباء العُمانية إلى أن 34 دولة مشاركة في أعمال المؤتمر تبنّت “إعلان مسقط” وسيتم فتح الباب لمدة شهر للدول الأخرى لتُبدي رأيها حول الإعلان أو تبنّيه، على أن يتم رفع الإعلان من قِبل الجهات الرسمية عبر منظمة الصحة العالمية.
وتضمن اليوم الختامي إيجازًا عن محاور الجلسات الأربع المتمثلة في تفعيل خطط الاستجابة على مستوى الدول، والرصد للمقاومة بمنظومة الصحة الواحدة التي تشمل الإنسان والحيوان والبيئة، والحراك السياسي والموارد المالية، والبحث والابتكار، أعقبتها جلسة نقاشية وزارية حول المقترحات التي ستُضمّن بتقرير المؤتمر للمتابعة.
كما هدف المؤتمر إلى تعزيز أهمية الالتزام السياسي بنهج “الصحة الواحدة” في التصدي لوباء مقاومة مضادات الميكروبات، والتركيز على دور البيئة في انتشار مقاومة مضادات الميكروبات وأهمية المراقبة والرصد لكل من مقاومة مضادات الميكروبات واستخدام مضادات الميكروبات في المجالات الثلاثة (الإنسان والحيوان والبيئة).
وسعى المؤتمر إلى تبادل الخبرات والتجارب الناجحة في تنفيذ نهج “الحكومة الواحدة” والصحة الواحدة للتخفيف من خطر مقاومة مضادات الميكروبات، وإيجاد فرص للتعاون والشراكة بين البلدان والمنظمات الدولية لمعالجة مقاومة مضادات الميكروبات في سياق أهداف التنمية المستدامة.
وجاء المؤتمر بتنظيم سلطنة عُمان ممثلة بوزارة الصحة ووزارة الثروة الزراعية والسمكية وموارد المياه بالتعاون مع مجلس الصحة لدول مجلس التعاون والمجموعة الرباعية المشكّلة من الأمم المتحدة لمتابعة مقاومة المضادات الحيوية (منظمة الصحة العالمية، المنظمة العالمية لصحة الحيوان، برنامج الأمم المتحدة لصحة البيئة، منظمة الأمم المتحدة للأغذية والزراعة).
