تحتفل سلطنة عُمان اليوم بالعيد الوطني الثاني والخمسين المجيد وبما تحقق من بذلٍ وعطاءٍ في نهضتها المتجدّدة وعهدها السعيد بقيادة حضرةِ صاحبِ الجلالةِ السُّلطان هيثم بن طارق الذي أكد على سعيه الدؤوب لتعزيز مكانة الدولة العصرية والحضارية والاقتصادية وأن يكون الإنسان العُماني شريكًا حقيقيًّا في التنمية الشاملة.
إن استشراف عاهل البلاد المفدّى لمستقبل هذه الأرض الطيبة انعكس إيجابا على تكامل وتناغم عمل المؤسسات والوحدات الحكومية والقطاع الخاص ومؤسسات المجتمع المدني وهو ما ظهرت نتائجه جليًّا من منجزات ماثلة للعيان في مختلف المجالات اجتماعيًّا واقتصاديًّا وسياسيًّا.

واهتمّ جلالةُ السّلطان بدراسة آليات صنع القرار الحكومي بهدف تطويرها بما يخدم المصلحة الوطنية العليا، فجاء قرار إعادة هيكلة مجلس الوزراء في الـ16 من يونيو الماضي وهو الثاني منذ تولّي جلالته مقاليد الحكم ليؤكد حرصه السّامي على متابعة الجهود المبذولة في تجويد الأداء الحكومي لوحدات الجهاز الإداري للدولة تحقيقا لرؤية عُمان 2040 بالإضافة إلى إنشاء مجلس أعلى للقضاء برئاسة جلالتِه تكريسًا لنظام قضائي ناجز وتحقيق أرفع المعايير في العدالة والنزاهة والشفافية وتماشيًا مع أهداف وركائز رؤية عُمان 2040 وتوحيد جهات التقاضي والادعاء العام في منظومة قضائية واحدة.
وشكّل المرسوم السُّلطاني السّامي بشأن تعزيز دور المحافظات أحد الأساليب المهمة في ترسيخ وتحقيق النهج الحديث للإدارة المحلية اللامركزية في عمل محافظات سلطنة عُمان البالغ عددها 11 محافظة من أجل تمكينها وتحديد أولوياتها تنمويًّا واقتصاديًّا واجتماعيًّا والاستفادة من الميزة النسبية بينها، وتبسيط الإجراءات الخدمية للمواطنين، فأكّد عاهلُ البلاد المفدّى خلال ترؤسه مجلس الوزراء في الـ 11 من أكتوبر الماضي على ضرورة التنسيق وضمان التكامـل بـيـن وحـدات الجهاز الإداري للدولة والمحافظات والإسراع في التحول الإلكتروني والربط بين المحافظات لتبسيط الإجراءات وتسهيل المعاملات وتطوير الخدمات الحكومية وتحسين مستوى جودتها ومعالجة التحديات القائمة.
ثم جاء قرار إضافة ولايتين جديدتين إلى التقسيم الإداري لسلطنة عُمان، وذلك برفع المستوى الإداري لكل من نيابتي الجبل الأخضر وسناو، لتكونا بمستوى ولايتين، وليصبح عدد ولايات سلطنة عُمان (63) ولاية لجذب الاستثمارات إليها وتنمية مواردها والارتقاء بالخدمات والأنشطة فيها.
كما أن مواصلة حضرةِ صاحبِ الجلالةِ السُّلطان هيثم بن طارق عقد لقاءات مباشرة مع شيوخ ورشداء وأعيان سلطنة عُمان تحمل دلالات عميقة أبرزها حرصُه السَّامي على الاستماع المباشر لاحتياجات ولاياتهم ومحافظاتهم رغم وجود مؤسسات وأركان الدولة العصرية مثل مجلس عُمان الذي يضطلع بالجانبين التشريعي والرقابي والمجالس البلدية التي تقوم بأدوار تنموية وخدمية في كل محافظة.
وحملت هذه اللقاءات السَّامية التأكيد على أن تصبح اللامركزية هي التطبيق الإداري في المحافظات في المرحلة المقبلة، ومنح المحافظات الصلاحية لإدارة شؤونها، والتخطيط والتنفيذ لاحتياجات مواطنيها الداخلية، ما يجعل كل الأمور في المستقبل مرتبطة بالمُحافظة والمُحافظ والمجالس البلدية.
وفي هذا الإطار تشهد سلطنة عُمان في 25 ديسمبر المقبل انتخابات أعضاء المجالس البلدية للفترة الثالثة 2022م وفي 17 ديسمبر للناخبين الموجودين خارج البلاد ليتماشى عمل هذه المجالس مع الرؤية السامية حول الدور الذي تضطلع به، سيما وأن المرسوم السُّلطاني رقم (38/2022) بتعديل بعض أحكام قانون المجالس البلدية يسهل تحقيق مهامها بفاعلية في مختلف المحافظات وهو ما أشار إليه جلالتُه /أيّده الله/ في لقاءاته عندما قال: “آن الأوان أن لا تكون هناك مركزية في اتخاذ القرارات المجتمعية، وقد أصبح دور المحافظين وكذلك دور المجالس البلدية مهمًّا جدًّا وعلى الجميع التفاعل”.
كما أن دعوة جلالتِه إلى أهمية هذا التفاعل بين المُحافظ والمجالس البلدية وجهاز الاستثمار العُماني وغرف التجارة والصناعة خاصة مع رفع مخصصات برنامج تنمية المحافظات إلى 20 مليون ريال عُماني وتنفيذ مشروعات تنموية مضافة إلى المشروعات المعتمدة في الخطة الخمسية العاشرة (2021- 2025) بما يزيد على 650 مليون ريال عُماني ليتم تنفيذها خلال ما تبقى من سنوات الخطة الخمسية الحالية في مختلف القطاعات، ستعزز النمو الاقتصادي وستسهم في استمرار توفير الخدمات، واستكمال البُنى الأساسية، ودعم أنشطة القطاع الخاص، وتوفير المزيد من فرص العمل للمواطنين.
وقامت سلطنة عُمان في يناير الماضي بتطبيق منظومة الأداء الفردي والإجادة المؤسسية “إجادة” في 57 مؤسّسة حكوميّة، وتشمل قرابة 175 ألف موظف حكومي بهدف إحداث نقلة نوعية في الأداء الحكومي من خلال تعزيز كفاءة رأس المال البشري، وتجويد مستوى تقديم الخدمات الحكومية.
